- The IAIABC to maintain a portal page that points to the Proof of Coverage POC page in each jurisdiction. The POC could be called by other names, such as Employer Lookup, etc.
- The page in each jurisdiction will accept as input the name or ID of the employer and the date of injury, and return with a list of employers that match.
- The jurisdictions maintain a Proof of Coverage database that contains the information for each employer, whether self insured or who is the insurance Carrier, and where to send the eBills, including the name of the company that processes the eBills (TPA or Carrier) for this employer and date of injury. In addition to the name of the processor, there is a link to the clearinghouse(s) or EDI entry point(s) for the eBill processor. The link points to the clearinghouse's Payer ID list.
- The clearinghouse to maintain a Payer ID list that identifies all the payer IDs for all the TPAs or Carriers they process.
Here is an updated mock-up of what this would look like on a web site. These are "made up" screens, not real, just an example. This is for discussion July 10th.
Discussion:
- What incentives/disincentives would help the regulators receive the correct information from the employers and Carriers so the database is kept up to date?
- The carrier updates this by sending form DWC-27 in Texas. The form is supposed to have the eBill agent.
- However, we need the information for the employers, not just the carriers. A carrier could server its employer clients through multiple TPAs and multiple Payer IDs that go through different clearinghouses.
- What data elements should be in the database and how should the web pages be presented?
- We need a disclaimer that says that the routing of the transactions is dependent upon the clearinghouse interconnections being operational.
